The Minister of Immigration has expanded authority for border exception decisions for certain classes of critical and skilled workers to include Immigration Officers.
From 29 November, the pool of officers who can make ’other critical worker’ decisions has been expanded to include Immigration Officers. National Managers in Immigration New Zealand’s (INZ) Border and Visa Operations (BVO) branch, as designated Immigration Officers, have been making decisions. The change to instructions will mean that other immigration officers can also make these decisions. This expansion will apply to the following classes of people under the ‘other critical worker’ (OCW) policy. The OCW border exception has been in place since 18 June 2020. National Managers have been designated as decision-makers for these requests. Expanding OCW decision-making authority to Immigration Officers will enable a more efficient distribution of workload within INZ. INZ’s Henderson office has supported the OCW process since it started. A small group of Immigration Officers in Henderson are currently scheduled to start making decisions under National Manager guidance from 29 November. National Managers will continue to make OCW decisions through the transition period. Immigration Trust team had a zoom session with senior managers from INZ today.
Some key updates are: 1. There would be up to 15,000 applications for Phase 1 (December). 2. Phase 1 will open from 1 Dec 2021 till 31 Jul 2022. 3. Try to avoid submitting applications 1 Dec if possible. 4. Two critical dates: 29 Sep 2021 and the day you submit your application (You must meet the requirements) 5. Three offices will process applications (Christchurch, Hamilton and Manukau). 6. Immigration Officers will start training for the 2021 Resident Visa processing next week. 7. You can include your partner who is overseas, but you need to provide documents to prove the relationship. 8. The process for the December group: Online Application - EOI/SMC/RFW No (you must be careful with this number as you can only use it once) - Once your application is approved in Priciple, you will be asked to pay the fee. Since we just finished the meeting, we will update this post when we review our notes and summarize more details.

Changes have been made to immigration instructions related to border exceptions to allow Vanuatu government officials to travel to New Zealand, where the travel is essential and officially requested by the Vanuatu government.
Border entry instructions have also been amended to allow the entry of New Zealand resident visa holders and Australian citizens and permanent residents who are travelling to New Zealand from Samoa, Tonga, Vanuatu or Tokelau, and who meet the requirements to travel quarantine-free. These instructions are effective on and after 8 November 2021. Another version of border entry instructions which include changes already certified relating to the 2021 Resident Visa are effective on and after 1 December 2021.

S4.25 Community Organisation Refugee Sponsorship Category Pilot
Changes have been made to extend the Community Organisation Refugee Sponsorship Category (CORS) pilot for a further three years until 30 June 2024. Approved Community Organisations are able to support the resettlement of 150 refugees over this period. A4.10.1 Medical conditions deemed to impose significant costs and/or demands on New Zealand's health and/or education services. HIV infection has been removed from the list of medical conditions deemed to impose significant costs and/or demands on New Zealand’s health and/or education services.

The Talent (Accredited Employer) and Long Term Skill Shortage List Work to Residence visa categories will close on 31 October 2021.
The amended instructions allow existing Work to Residence visa holders to continue on their pathway to residence. People who have made an application on or before 31 October will have their application processed and, if approved, will also maintain a pathway to residence. Applications for subsequent visas under these categories will remain open for people who: · require a subsequent Work to Residence visa while they are waiting for their Residence from Work visa application to be processed, or · had begun employment in New Zealand on one of these visas but departed New Zealand before 19 March 2020 when the borders were closed, and who return to New Zealand after 31 October 2021. The Silver Fern Practical Experience Work Visa category will also close to applications on 31 October 2021. Other transitional changes have also been made to ensure that visa holders and applicants are not disadvantaged by the diminishing number of employers who hold accreditation status (application for accreditation status closed earlier this year). These changes include: · allowing Talent (Accredited Employer) Work Visa holders to have the conditions of their visa varied to work for an employer whose accreditation expired after 31 March 2021, and · allowing an application for a Talent (Accredited Employer) Work Visa to be approved if the employer’s accreditation status expired after the application was made. The closure to new applicants is effective 1 November 2021.
